Shabani: Motivet q\u00eb m\u00eb kan\u00eb shtyr\u00eb t\u00eb merrem me dukurin\u00eb e dygjuh\u00ebsis\u00eb te shqiptar\u00ebt e Ulqinit, gjegj\u00ebsisht problemet e pozit\u00ebs s\u00eb gjuh\u00ebs shqipe n\u00eb Ulqin e m\u00eb gjer\u00eb n\u00eb nivel t\u00eb Malit t\u00eb Zi jan\u00eb disa, por dy jan\u00eb kryesoret.<br \/>\nS\u00eb pari, shqiptar\u00ebt e qytetit t\u00eb Ulqinit, por edhe n\u00eb nivel t\u00eb Malit t\u00eb Zi, jan\u00eb popullat\u00eb dygjuh\u00ebsore q\u00eb do t\u00eb thot\u00eb se p\u00ebrve\u00e7 gjuh\u00ebs shqipe flasin e shkruajn\u00eb edhe n\u00eb gjuh\u00ebn malazeze. Duke u nisur nga fakti se sidomos n\u00eb mjediset urbane dhe gjysmurbane shqiptar\u00ebt jan\u00eb subjekte dygjuh\u00ebsore, jam nisur me synimin q\u00eb t\u00eb hulumtoj faktin se cila \u00ebsht\u00eb pozita e gjuh\u00ebs shqipe kur ajo paraqitet si gjuh\u00eb e dygjuh\u00ebsorit &#8211; subjektit shqiptar. K\u00ebrkimet n\u00eb k\u00ebt\u00eb fush\u00eb i kam nisur me qytetin e Ulqinit, duke pasur parasysh se dygjuh\u00ebsia n\u00eb k\u00ebt\u00eb qytet \u00ebsht\u00eb dukuri dhe proces veprues.<br \/>\nDhe s\u00eb dyti, motivi tjet\u00ebr \u00ebsht\u00eb fakti se gjuha shqipe, sidomos deri me miratimin e Kushtetut\u00ebs s\u00eb re t\u00eb Malit t\u00eb Zi, p\u00ebrjashto ndonj\u00eb ligj si ai i arsimit, ku ajo p\u00ebrmendet fragmentarisht, nuk ka qen\u00eb e p\u00ebrfshir\u00eb brenda kornizave ligjore. Dhe si e till\u00eb \u00ebsht\u00eb e vet\u00ebkuptueshme se pozita e gjuh\u00ebs, sikurse ndodh edhe n\u00eb fusha t\u00eb tjera kur mbetet jasht\u00eb institucioneve, p\u00ebrfundon n\u00eb m\u00ebshir\u00ebn e fatit.<o:p><\/o:p><\/span><span style=\"font-size: 10pt; font-family: 'Arial','sans-serif'\">Koha javore: \u00c7far\u00eb metodologjie keni p\u00ebrdorur p\u00ebr hulumtimin e tem\u00ebs?<br \/>\nH. Kjo n\u00ebnkupton vjeljen e mendimeve t\u00eb subjekteve t\u00eb moshave e profesioneve t\u00eb ndyshme p\u00ebr p\u00ebrdorimin e gjuh\u00ebs amtare dhe gjuh\u00ebs s\u00eb dyt\u00eb.<br \/>\nUn\u00eb kam realizuar shum\u00eb anketa me subjektet shqipfol\u00ebse t\u00eb cilat n\u00eb m\u00ebnyr\u00eb anonime jan\u00eb p\u00ebrgjigjur se kur p\u00ebrdorin nj\u00ebr\u00ebn dhe kur gjuh\u00ebn tjet\u00ebr, pra kur nd\u00ebrrojn\u00eb kodin-z\u00ebvend\u00ebsojn\u00eb gjuh\u00ebn baz\u00eb me gjuh\u00ebn e dyt\u00eb.<br \/>\nN\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb kam vjel\u00eb situata gjuh\u00ebsore nga jeta reale, duke i regjistruar besnik\u00ebrisht p\u00ebrdorimet e k\u00ebtilla q\u00eb nga bisedat joformale private deri te p\u00ebrdorimet me shkrim t\u00eb dygjuh\u00ebsor\u00ebve.<o:p><\/o:p><\/span><span style=\"font-size: 10pt; font-family: 'Arial','sans-serif'\">Koha javore: N\u00eb \u00e7far\u00eb p\u00ebrfundimi keni arritur? Sa \u00ebsht\u00eb e rrezikuar realisht gjuha shqipe n\u00eb komun\u00ebn e Ulqinit dhe cilat jan\u00eb rreziqet q\u00eb i kanosen asaj?<br \/>\nH. Shabani: P\u00ebrfundimi themelor i k\u00ebtij studimi \u00ebsht\u00eb se shqiptar\u00ebt e qytetit t\u00eb Ulqinit n\u00eb vitin 2006 gjuh\u00ebn shqipe e p\u00ebrdorin p\u00ebr 61 her\u00eb m\u00eb pak se n\u00eb vitin 1996. N\u00eb nd\u00ebrkoh\u00eb, gjuh\u00ebn malazeze e p\u00ebrdorin p\u00ebr 50 her\u00eb m\u00eb shum\u00eb. K\u00ebto jan\u00eb rezultatet e anket\u00ebs, e cila \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb vitet p\u00ebrkat\u00ebse, n\u00eb t\u00eb cil\u00ebn fol\u00ebsit e profesioneve dhe moshave t\u00eb ndryshme jan\u00eb p\u00ebrgjigjur n\u00eb rreth 30 pyetje p\u00ebr p\u00ebrdorimin me goj\u00eb dhe me shkrim t\u00eb gjuh\u00ebs shqipe dhe asaj malazeze.<br \/>\nRezultatet jan\u00eb t\u00eb befasishme, duke pasur parasysh se ka ekzistuar nj\u00eb lloj bindjeje se gjuha shqipe mund t\u00eb jet\u00eb stabilizuar sa i p\u00ebrket p\u00ebrdorimit t\u00eb saj gjat\u00eb disa vjet\u00ebve t\u00eb fundit. Por, n\u00ebse kemi parasysh edhe rezultatin e analizave t\u00eb materialit gjuh\u00ebsor q\u00eb i kam studiuar gjithashtu dhe duke u nisur nga parimi se shkenca bazohet vet\u00ebm n\u00eb fakte, niveli i rrezikimit t\u00eb gjuh\u00ebs shqipe n\u00eb Malin e Zi \u00ebsht\u00eb mjaft prezent.<br \/>\nN\u00ebse vet\u00ebm p\u00ebr dhjet\u00eb vjet\u00eb kemi ndryshime aq t\u00eb m\u00ebdha, n\u00eb vitin 2006 shqiptar\u00ebt e Ulqinit e p\u00ebrdorin gjuh\u00ebn e tyre p\u00ebr 61 her\u00eb m\u00eb pak se n\u00eb vitin 1996, at\u00ebher\u00eb \u00e7far\u00eb do t\u00eb ndodh\u00eb me pasurin\u00eb kryesore shpirt\u00ebrore, kulturore e komb\u00ebtare q\u00eb kan\u00eb shqiptar\u00ebt e Malit t\u00eb Zi, pra me gjuh\u00ebn shqipe pas ta z\u00ebm\u00eb 20 apo 30 vjet\u00ebve ?<br \/>\nParashikimet jan\u00eb shum\u00eb t\u00eb err\u00ebta, bazuar n\u00eb treguesit e ndryshimeve vet\u00ebm p\u00ebr nj\u00eb dhjet\u00ebvje\u00e7ar, n\u00ebse nuk merren masa t\u00eb gjithashme e t\u00eb menj\u00ebhershme. N\u00eb k\u00ebt\u00eb drejtim duhet p\u00ebrmendur vet\u00ebm nj\u00eb fakt. P\u00ebr gjuh\u00ebn shqipe n\u00eb Malin e Zi jepet 0 cent, kurse institucionet nd\u00ebrkomb\u00ebtare p\u00ebr shp\u00ebtimin e gjuh\u00ebve q\u00eb jan\u00eb n\u00eb rrezik t\u00eb zhduken pohojn\u00eb se duhet t\u00eb ndahen rreth 100 mij\u00eb dollar\u00eb n\u00eb vit. Nj\u00eb p\u00ebrjashtim n\u00eb k\u00ebt\u00eb drejtim b\u00ebn Ministria e Pakicave e cila p\u00ebr botimin e k\u00ebtij libri ka dh\u00ebn\u00eb ndihmes\u00ebn e saj. Po si q\u00ebndron ky problem n\u00eb trevat tjera ku jetojn\u00eb shqiptar\u00ebt n\u00eb Mal t\u00eb Zi?<br \/>\nH. Shabani: Duke pasur parasysh se gjuha shqipe \u00ebsht\u00eb t\u00ebrhequr n\u00eb raport me gjuh\u00ebn malazeze gjat\u00eb k\u00ebtyre dhjet\u00eb vjet\u00ebve t\u00eb fundit n\u00eb Ulqin, q\u00eb \u00ebsht\u00eb qend\u00ebr e shqiptar\u00ebve n\u00eb Malin e Zi, at\u00ebher\u00eb sipas k\u00ebsaj logjike situata p\u00ebr shqipen n\u00eb trevat e tjera shqiptare mund t\u00eb jet\u00eb edhe m\u00eb e pafavorshme.
