\nN\u00eb konferenc\u00ebn e rregullt p\u00ebr shtyp t\u00eb opozit\u00ebs, e cila po bojkoton seancat plenare t\u00eb Kuvendit t\u00eb Malit t\u00eb Zi, p\u00ebr shkak se RTVMZ, gjegj\u00ebsisht pozita nd\u00ebrpreu n\u00eb mynyr\u00eb t\u00eb nj\u00ebanshme tranzmetimet RTV t\u00eb drejtp\u00ebrdrejta t\u00eb mbledhjeve t\u00eb Parlamentit, deputeti Mehmet Bardhi tha:
\nN\u00eb parlamentin e nj\u00eb shteti fillon vendosja e demokracis\u00eb apo e jodemokracis\u00eb e diskriminimit. Kjo qart\u00eb hetohet edhe n\u00eb Parlamentin e Malit t\u00eb Zi. K\u00ebshtu menj\u00ebher\u00eb pas zgjedhjeve t\u00eb 10 shtatorit 2006, pozita parlamentare n\u00eb mynyr\u00eb t\u00eb nj\u00ebanshme, me procedur\u00eb t\u00eb shkurtuar, b\u00ebri ndryshimin e Rregullores s\u00eb Pun\u00ebs, me \u00e7ka eliminoi Klubin e Deputet\u00ebve Shqiptar\u00eb (Lidhja Demokratike dhe Alternativa Shqiptare), e cili akt paraqiti dhunimin e parlamentit dhe diskriminimin e deputet\u00ebve shqiptar\u00eb opozitar\u00eb n\u00eb Kuvendin e MZ-s\u00eb. K\u00ebshtu p\u00ebr her\u00eb t\u00eb par\u00eb q\u00eb nga fillimi i shum\u00ebpartiak\u00ebsis\u00eb n\u00eb Kolegiumin e Kryetarit t\u00eb Parlamentit t\u00eb MZ-s\u00eb nuk do t\u00eb ket\u00eb p\u00ebrfaq\u00ebsuesin shqiptar. Nj\u00eb tjet\u00ebr dhunim i rradh\u00ebs ishte kur n\u00eb mbledhjen plenare m\u00eb 21 korrik, p\u00ebrs\u00ebri me procedur\u00eb t\u00eb shpejtuar, rendit t\u00eb dit\u00ebs t\u00eb mbledhjes s\u00eb Kuvendit me 8 pika, pozita pa prezenc\u00ebn e opozit\u00ebs, i shton hi\u00e7 m\u00eb pak se edhe 31 pika t\u00eb reja (!?), t\u00eb cilat, tashm\u00eb gjithsej t\u00eb 39 pikat, me shpejt\u00ebsin\u00eb e drit\u00ebs, i shqyrtuan e realizuan p\u00ebr m\u00eb pak se nj\u00eb or\u00eb(!?). Ky paraqet skandal dhe dhunim t\u00eb hap\u00ebt t\u00eb parlamentit , tha zot\u00ebri Bardhi.
\nMegjith\u00eb k\u00ebt\u00eb duke u bazuar n\u00eb ftes\u00ebn e rregullt p\u00ebr mbledhje prej 8 pikash, Bardhi p\u00ebrgatiti dhe dor\u00ebzoi 6 amandamente n\u00eb Propozim Ligjin p\u00ebr Emnin Personal, n\u00eb mesin e t\u00eb cil\u00ebve ve\u00e7oi<\/p>\n

Amandamentin nr. 6<\/strong>
\nMe t\u00eb cilin k\u00ebrkohet q\u00eb pas nenit 17, t\u00eb shtohet neni i ri 17 a, me titull
\n\u201eKorrigjimi i emrit personal t\u00eb shkruar gabim ose vet\u00ebm emrit ose vet\u00ebm mbiemrit\u201c,
\ni cili thot\u00eb:
\n\u201eEmri personal ose vet\u00ebm emri ose vet\u00ebm mbiemri mund t\u00eb korrigjohet (p\u00ebrmir\u00ebsohet) n\u00ebse \u00ebsht\u00eb shkruar gabim n\u00eb regjistrin am\u00ebz. Korrigjimi i emrit personal ose i vet\u00ebm emrit ose i vet\u00ebm mbiemrit mud t\u00eb b\u00ebhet sipas procedur\u00ebs s\u00eb shkurtuar, \u00e7ka do t\u00eb thot\u00eb se shtetasi
\ni MZ-s\u00eb mjafton t\u00eb dor\u00ebzoj\u00eb k\u00ebrkes\u00ebn dhe \u00e7ertifikat\u00ebn nga libri am\u00ebz i t\u00eb lindurve. P\u00ebr korrigjimin e emrit personal t\u00eb shkruar gabim ose vet\u00ebm emrit ose vet\u00ebm mbiemirt n\u00eb regjistrin am\u00ebz \u00ebsht\u00eb i liruar nga pagesa e taks\u00ebs.\u201c<\/p>\n

Arsyetimi<\/strong>
\n\u00cbsht\u00eb i njohur fakti se qytetar\u00ebve me komb\u00ebsi shqiptare n\u00eb Mal t\u00eb Zi (e jo vet\u00ebm n\u00eb Mal t\u00eb Zi, por edhe n\u00eb regjionet e tjera t\u00eb ish-Jugosllavive) ku kan\u00eb jetuar po edhe sot jetojn\u00eb shqiptar\u00ebt si popull autokton dhe pakic\u00eb nacionale autoktone, pas vendimit t\u00eb Kongresit t\u00eb Berlinit (1878), kur k\u00ebto troje i bashkohen Malit t\u00eb Zi (pa vendimin e shqiptar\u00ebve), fillon presioni dhe persekutimi institucional i planifikuar mbi shqiptar\u00ebt dhe trojet e tyre ku jetojn\u00eb me shekuj. Kjo \u00ebsht\u00eb par\u00eb dhe pasqyruar n\u00eb t\u00eb gjitha fushat e jetes\u00ebs. Plani ishte t\u00eb rr\u00ebmbehet \u00e7do gj\u00eb q\u00eb kujton n\u00eb p\u00ebrkat\u00ebsin\u00eb e tyre nacionale, me q\u00ebllim p\u00ebrfundimtar q\u00eb t\u2019i asimilojn\u00eb, rrallojn\u00eb dhe d\u00ebbojn\u00eb, p\u00ebrmes formave t\u00eb ndryshme t\u00eb veprimit t\u00eb pushtetit.
\nNj\u00eb prej k\u00ebtyre formave ishte sllavizimi i mbiemrave t\u00eb tyre, kur t\u00eb gjith\u00eb shqiptar\u00ebve mbiemrat e tyre shqiptar\u00eb iu konvertojn\u00eb n\u00eb mbiemra sllav\u00eb (s\u00ebpaku nga forma po jo rrall\u00eb edhe nga p\u00ebrmbajtja). Konkretisht n\u00eb gjuh\u00ebn serbe-malazeze dhe maqedone,duke i shtuar n\u00eb fund t\u00eb mbiemrave t\u00eb tyre tradicional\u00eb shqiptar\u00eb deminutivin, sufikset sllave, serbo-malazeze \u2013i? ose -vi? (n\u00eb Mal t\u00eb Zi, Kosov\u00eb dhe Serbi), nd\u00ebrsa n\u00eb Maqedoni sufiksin maqedon \u2013ovski.
\nK\u00ebshtu p.sh. mbiemri shqiptar Mehmeti, n\u00eb Mal t\u00eb Zi, Kosov\u00eb dhe Serbi, gjat\u00eb nat\u00ebs u b\u00eb Mehmedovi? (pra grafema e paz\u00ebshme \u201ct\u201d kaloi n\u00eb at\u00eb t\u00eb z\u00ebshmen \u201cd\u201d dhe n\u00eb fund i shtuan sufiksin sllav (serbo-malazes) -(o)vi?, nd\u00ebrsa n\u00eb Maqedoni Mehmeti u b\u00eb Mehmedovski (\u201ct\u201d n\u00eb \u201cd\u201d, pastaj \u201c-o-\u201d dhe sufiksi maqedon \u2013ovski).
\nMbiemrin BARDHI e konvertuan n\u00eb BAR (-D-) \u2013 I? ose BAR(-LO-)-VI? etj.etj.; mbiemri UJKAJ \u2013 KURTAJ (kuptimi shqip UJK, tur. KURT, serb. VUK) u b\u00eb mbiem\u00ebr VUKOVI?! Pra, identitet krejt tjet\u00ebr.<\/p>\n

Pra mbiemrat i shtremb\u00ebruan, i \u00e7orodit\u00ebn, i bastardhuan… dhe me k\u00ebt\u00eb praktikisht provuan t\u00eb sllavizojn\u00eb qytetar\u00ebt e p\u00ebrkat\u00ebsis\u00eb shqiptare, s\u00eb paku n\u00eb let\u00ebr, n\u00eb administrat\u00eb. Ky veprim ishte vep\u00ebr e r\u00ebnd\u00eb e pushtetit serbo-malazias-maqedonas kund\u00ebr t\u00eb drejtave t\u00eb njeriut, kund\u00ebr shqiptar\u00ebve. Ishte shkelje e t\u00eb drejtave t\u00eb njeriut dhe atyre nacionale n\u00eb kund\u00ebrshtim me t\u00eb gjitha konventat nd\u00ebrkomb\u00ebtare p\u00ebr t\u00eb drejtat themelore t\u00eb njeriut dhe t\u00eb pakicave. P\u00ebr k\u00ebt\u00eb arsye mendoj se me k\u00ebt\u00eb ligj duhet t\u2019u mund\u00ebsohet qytetar\u00ebve t\u00eb korrigjojn\u00eb k\u00ebto dhe \u201egabime\u201c t\u00eb tjera t\u00eb ngjajshme, theksoi zot\u00ebri Bardhi.<\/p>\n

K\u00ebto ndryshime i b\u00ebri administrata shtet\u00ebrore me plan dhe gati gjithp\u00ebrfshir\u00ebs. M\u00eb masovike ishin pas Luft\u00ebs s\u00eb Par\u00eb Bot\u00ebrore dhe e realizuan pothuaj plot\u00ebsisht n\u00eb fillim t\u00eb viteve -20 t\u00eb shekullit t\u00eb kaluar. Pasi q\u00eb pushtetet malazese-serbe-maqedone k\u00ebto ndryshime i b\u00ebn\u00eb kund\u00ebr d\u00ebshir\u00ebs s\u00eb qytetar\u00ebve shqiptar\u00eb, drejt\u00ebsia k\u00ebrkon q\u00eb shqiptar\u00ebve, s\u00eb paku trash\u00ebgimtar\u00ebve t\u00eb tyre, t\u2019u mund\u00ebsohet korrigjimi i mbiemrave dhe emrave t\u00eb shkruara me dhun\u00eb \u201egabim\u201c n\u00eb librat am\u00ebz, gjegj\u00ebsisht n\u00eb regjistrat am\u00ebz.<\/p>\n

Shum\u00eb gabime e \u201cgabime\u201c ka edhe te regjistrimi i emrave, t\u00eb shqiptar\u00ebve, si p.sh. Mehmed e duhet Mehmet, Abdulah duhet Abdullah, Nafija duhet Nafije, Nikola duhet Nikoll\u00eb, Uli duhet Ylli, Gzim duhet G\u00ebzim, Omer duhet Ymer, Ileza \u2013 Uleza duhet YLL\u00cbZA etj. etj.<\/p>\n

K\u00ebso konvertimesh ose t\u00eb ngjajshme kemi edhe n\u00eb toponimin\u00eb e k\u00ebtyre trojeve, p.sh.: \u00bbBushati\u00ab u b\u00eb \u00bbUvala maslina\u00ab ose \u00bbUtjeha\u00ab, \u00bbShtoji\u00ab u b\u00eb \u00bbPlazhi i Madh\u00ab, \u00bbShtegvasha\u00ab u b\u00eb \u00bbStegva\u0161a\u00ab, \u00bbShkall(\u00eb)mushka\u00ab u b\u00eb \u00bbMu\u0161ka skala\u00ab (n\u00eb gur\u00eb \u2013 n\u00eb shk\u00ebmb n\u00eb rrug\u00ebn p\u00ebr Ulqin n\u00eb katundin K\u00ebllez\u00ebn t\u00eb Ulqinit, ishte gjurma e kalit \u2013 e mushk\u00ebs), \u00bbKat\u00ebrkolla\u00ab u b\u00eb \u00bbVladimir\u00ab etj.etj.
