Me kete deklarate drejtori i KESH-it mundohet te binde se ecuria e rezerves ne kaskaden e Drinit kishte gjithe vemendjen e duhur nga institucionet e shtetit. Por deri tani, Stojku nuk ka dhene asnje detaj tjeter se si eshte proceduar institucionalisht dhe cfare vendimesh ka marre ne vijim ky komision qe prej dates 8 netor deri ne daten 2 janar, kur u hapen portat e liqenit te Fierzes dhe permbytja ishte e pashmangshme ne Shkoder. Gjithe kjo periudhe duket se eshte mbuluar nga terri institucional. Ne nje dalje publike ne Top Channel, Stojku thote se ishte ai qe vendosi te hape porten e Fierzes mbi bazen e vendimit te dates 8 nentor. \u201cUne e kam dhene urdherin per hapjen e portave\u201d, ka deklaruar ai. Por KESH dhe Ministria e Energjitikes ende nuk ka bere publik vendimin e protokolluar te asaj dite nga komsioni i posacem dhe nuk i jane pergjigjur pyetjes se sa ishte percaktuar afati se kur duhej te hapeshin portat sipas rregullores se kaskades. \u201cDetyra kryesore e KESH eshte te prodhoje energji. Une e kam dhene urdherin per hapjen e portave\u201d, ka deklaruar kreu i KESH. Duket se veprimi i Stojkut per hapjen portes se Fierzes ka qene jashte vullnetit te tij institucional, pasi dhe jashte cdo rregulloreje. Kete e pranon rastesisht dhe ne forme shfajesimi ministri i Energjitikes Dritan Priftit, gjate nje prej daljeve te tij te shumta ne konference per mediat. \u201cSituata precipitoi ne nje ritje 3 metra me shume nga ajo qe thote rregullorja. Por kjo ka precipituar ne nje hark prej 10 ditesh\u201d, ka deklaruar Prifti. Po pse kjo vendimmarrje e vonuar per hapjen e Fierzes? Pergjigjen e jep vete kryeminsitri Berisha gjate vizites se tij te fundit ne Shkoder, kur kerkesat publike per gjetjen e shkaqeve te permbytjes ishin intensifikuar. \u201cFierza u mbajt ditet e fundit te nentorit sepse nje permbytje e menjehershme mund te ishte katastrofale per jetet e njerezve\u201d, tha Berisha. Por fatalisht, kjo vendimmarrje duket se me shume se profesionale ishte politike dhe rezultoi e deshtuar. \u201cDuhet te pergatitemi per evakuim me urgjence dhe shkarkime maksimale sepse situata eshte, sipas sinoptikes, per 10 dite te sigurta mot i madh\u201d, ka deklaruar Berisha me 2 janar. Kete vendimmarrje te gabuar dhe te ngadalte e vertetojne edhe shifrat. Sipas te dhenave zyrtare te vete KESH-it, niveli i Fierzes arriti kuoten 285 meter qe ne daten 8 nentor. Me keto rezerva KESH kishte tre zgjidhje, te rriste prodhimin, te fillonte eksportin, ose te hapte portat e shkarkimeve ne hidrocentralet e kaskades. Por ne fakt KESH qendroi ne pritje dhe nuk ndermori asnje prej tyre, derisa kaskada u shnderrua ne kercenim per permbytje masive. Top Channel disponon te dhenat zyrtare te prodhimit te energjise ne kaskade per nentorin dhe dhjetorin. Sipas te dhenave, ne nentor prodhimi mesatar i energjise ka qene vetem 15.4 milione kilovat ore, ndersa ne dhjetor ka patur nje rritje te paperfillshme me vetem 1 milione, duke arritur ne 16.4 milione kilovat ore ne dite, kur kapaciteti maksimal i kaskades eshte gati dy here me i larte se kaq.
