Pastaj, procedura elektorale p\u00ebr mbledhjen e n\u00ebnshkrimeve,p\u00ebr mbajtjen e kuvendit t\u00eb elektor\u00ebve, p\u00ebr m\u00ebnyr\u00ebn e zgjedhjes n\u00eb Kuvendin e elektor\u00ebve,numrimi i votave,dhe shpallja e fituesve \u00ebsht\u00eb kontrolluar dhe menaxhuar nga Ministria,pra me nji fjal\u00eb i t\u00ebr\u00eb procesi deri n\u00eb konstituimin e K\u00ebshillave ke qen\u00eb n\u00eb dor\u00ebn e Ministris\u00eb. Dinosha n\u00eb vazhdim\u00ebsi pohon se nuk jan\u00eb zbatuar rregullat e nuk \u00ebsht\u00eb vepruar n\u00eb ,,frym\u00ebn&#8220;e Ligjit.<br \/>\nP\u00ebr t\u00eb qen\u00eb t\u00eb sinqert\u00eb duhet th\u00ebn\u00eb dhe pranuar se v\u00ebrtet Ligji p\u00ebr mbrojtjen e lirive dhe t\u00eb drejtave t\u00eb pakicave nuk eshte i till\u00eb si do t\u00eb duhej t\u00eb ishte dhe si do t\u00eb d\u00ebshironim t\u00eb gjith\u00eb. Mir\u00ebpo edhe si i till\u00eb deri sa t\u00eb jet\u00eb n\u00eb fuqi dhe derisa t\u00eb mos t\u00eb ndryshojm\u00eb, ai duhet edhe t\u00eb respektohet si Ligj me t\u00eb gjitha anomalit\u00eb e tij si\u00e7 thot\u00eb z.
