N\u00eb gar\u00eb ishin 9 subjekte politike, nga t\u00eb cilat 2 parti shqiptare, 1 koalicion n\u00eb mes t\u00eb 3 partive t\u00eb tjera shqiptare, 3 parti malazeze, 2 parti serbe, dhe 1 parti boshnjake. T\u00eb gjitha garonin p\u00ebr 33 mandate n\u00eb Kuvendin Komunal. Rezultatet ishin befasuese, pasi partia e Milo Gjukanoviq, PDS, sh\u00ebnoi nj\u00ebrritje t\u00eb madhe, duke fituar 9 mandate, nga 7 sa \u00e7\u2019kishte (n\u00eb zgjedhjet e fundit lokale), duke u kthyer k\u00ebshtu n\u00eb partin\u00eb dominuese me m\u00eb shum\u00eb vota n\u00eb Ulqin. Befasia tjet\u00ebr ishte r\u00ebnia e partis\u00eb m\u00eb t\u00eb madhe shqiptare n\u00eb Mal t\u00eb Zi, Forc\u00ebs s\u00eb Re Demokratike, e cila fitoi vet\u00ebm 8 mandate nga 11 sa \u00e7\u2019kishte. Sipas rezultateve t\u00eb zgjedhjeve, gjasat jan\u00eb q\u00eb posti i Kryetarit t\u00eb Komun\u00ebs t\u2019i takoj\u00eb partis\u00eb s\u00eb Gjukanoviq, PDS. \u00cbsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb theksohet se gjat\u00eb k\u00ebtyre 24 viteve t\u00eb pluralizmit politik n\u00eb Mal t\u00eb Zi, \u00ebsht\u00eb hera e par\u00eb q\u00eb nj\u00eb parti joshqiptare merr m\u00eb shum\u00eb vota se \u00e7do parti tjet\u00ebr.<\/p>\n<p>Sikur gjith\u00e7ka t\u00eb ishte zhvilluar n\u00eb nj\u00eb vend normal, ku ardhja e nj\u00eb partie \u00ebsht\u00eb vet\u00ebm se shprehje e vullnetit t\u00eb lir\u00eb t\u00eb popullit, ku nuk do t\u00eb ekzistonte frika dhe tensioni q\u00eb nj\u00eb mazhoranc\u00eb etnike dhe politike ushtron ndaj minoranc\u00ebs, ky rezultat do sh\u00ebnonte thjesht nj\u00eb arritje t\u00eb demokracis\u00eb. Por n\u00eb rastin e Ulqinit, rezultati \u00ebsht\u00eb m\u00eb shum\u00eb se sa shqet\u00ebsues. \u00cbsht\u00eb rast\u00ebsi fatkeqe q\u00eb po at\u00eb dit\u00eb t\u00eb zhvillimit t\u00eb zgjedhjeve, u b\u00ebn\u00eb sakt\u00ebsisht 133 vjet e 2 muaj prej kur Ulqini ka r\u00ebn\u00eb n\u00ebn sundimin e shtetit malazez, n\u00eb kund\u00ebrshtim t\u00eb plot\u00eb me vullnetin e popullit, i cili luftoi me gjith\u00eb \u00e7far\u00eb kishte kund\u00ebr k\u00ebtij veprimi t\u00eb paarsyesh\u00ebm, t\u00eb padrejt\u00eb dhe tiranik t\u00eb Kongresit t\u00eb Berlinit.<\/p>\n<p>N\u00eb k\u00ebto 133 vite, jan\u00eb nd\u00ebrruar shum\u00eb sisteme politike, secili m\u00eb opresiv se tjetri ndaj popullat\u00ebs shqiptare dhe jan\u00eb zhvilluar disa luft\u00ebra, p\u00ebrfshir\u00eb 2 bot\u00ebrore, luft\u00ebrat ballkanike, e luft\u00ebrat e shp\u00ebrb\u00ebrjes s\u00eb Jugosllavis\u00eb. Nga ana tjet\u00ebr, kemi pasur nj\u00eb Shqip\u00ebri t\u00eb varf\u00ebr, t\u00eb cop\u00ebtuar dhe p\u00ebr 50 vite komuniz\u00ebm t\u00eb izoluar e t\u00eb paaft\u00eb p\u00ebr t\u00eb mb\u00ebshtetur interesat e shqiptar\u00ebve jasht\u00eb kufijve administrativ\u00eb t\u00eb saj, duke vazhduar me nj\u00eb periudh\u00eb tranzicioni t\u00eb mundimsh\u00ebm dhe nj\u00eb politike t\u00eb jashtme n\u00eb rastin m\u00eb t\u00eb keq indiferente e n\u00eb rastin m\u00eb t\u00eb mir\u00eb t\u00eb keqinformuar ndaj shqiptar\u00ebve n\u00eb Mal t\u00eb Zi. E p\u00ebrs\u00ebri, p\u00ebrgjat\u00eb k\u00ebtyre 133 viteve, me gjith\u00eb k\u00ebto rrethana t\u00eb pafavorshme, popullata shqiptare n\u00eb Ulqin ka b\u00ebr\u00eb q\u00ebndres\u00eb heroike ndaj asimilimit kulturor, politik e demografik.<\/p>\n<p>\u00cbsht\u00eb jasht\u00eb mase d\u00ebshp\u00ebruese q\u00eb n\u00eb k\u00ebt\u00eb p\u00ebrvjetor (pas kaq shum\u00eb vitesh rezistenc\u00eb n\u00eb koh\u00ebt m\u00eb t\u00eb v\u00ebshtira), n\u00eb koh\u00ebn e demokracis\u00eb, n\u00eb koh\u00ebn kur Mali i Zi \u00ebsht\u00eb n\u00eb negociata p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE, shqiptar\u00ebt e Ulqinit vendosin t\u2019ia dor\u00ebzojn\u00eb Ulqinin malazezve me vot\u00ebn e vet, duke filluar zyrtarisht asimilimin.<\/p>\n<p>Tani subjektet shqiptare gjenden para nj\u00eb situate jasht\u00ebzakonisht t\u00eb v\u00ebshtir\u00eb, pasi \u00e7do alternativ\u00eb q\u00eb ekziston nuk \u00ebsht\u00eb e k\u00ebnaqshme. Nj\u00eb nd\u00ebr k\u00ebto alternativa dhe n\u00eb pamje t\u00eb par\u00eb m\u00eb e mira \u00ebsht\u00eb q\u00eb t\u00eb formohet nj\u00eb koalicion i t\u00eb gjitha partive shqiptare t\u00eb cilat kan\u00eb marr\u00eb pjes\u00eb n\u00eb k\u00ebto zgjedhje, duke formuar shumic\u00ebn dhe duke l\u00ebn\u00eb PDS-n\u00eb n\u00eb opozit\u00eb. Por, po t\u2019i hidhet nj\u00eb v\u00ebshtrim pak m\u00eb i holl\u00ebsish\u00ebm, do gjejm\u00eb edhe k\u00ebtu nj\u00eb realitet fatkeq\u00ebsisht si t\u00eb gjitha realitetet shqiptare, ku \u00ebsht\u00eb gati e pamundur t\u00eb b\u00ebhen kompromise dhe zgjidhje t\u00eb q\u00ebndrueshme, sepse interesat personale t\u00eb nj\u00eb numri t\u00eb madh t\u00eb politikan\u00ebve shqiptar\u00eb n\u00eb Mal t\u00eb Zi pamund\u00ebsojn\u00eb funksionimin e tyre si nj\u00eb trup i cili vepron n\u00eb m\u00ebnyr\u00eb efektive p\u00ebr avancimin e t\u00eb drejtave t\u00eb shqiptar\u00ebve dhe p\u00ebr zhvillimin ekonomik t\u00eb zonave ku ata jetojn\u00eb.<\/p>\n<p>Faktor\u00ebt q\u00eb kan\u00eb ndikuar n\u00eb k\u00ebt\u00eb rezultat zgjedhor jan\u00eb t\u00eb shumt\u00eb, duke p\u00ebrfshir\u00eb ekzistenc\u00ebn e nj\u00eb numri tep\u00ebr t\u00eb madh t\u00eb partive shqiptare p\u00ebr nj\u00eb num\u00ebr shum\u00eb t\u00eb vog\u00ebl votuesish si rrjedhoj\u00eb e mosmarr\u00ebveshjeve n\u00eb mes tyre, por p\u00ebrve\u00e7 \u00e7\u00ebshtjeve brenda p\u00ebrbrenda subjekteve shqiptare dhe duke shfryt\u00ebzuar k\u00ebt\u00eb gjendje, jan\u00eb dy faktor\u00eb t\u00eb cil\u00ebt do doja t\u2019i ve\u00e7oja.<\/p>\n<p>Nj\u00eb nd\u00ebr faktor\u00ebt i cili ka ndikuar n\u00eb r\u00ebnien e votave t\u00eb partive shqiptare dhe ngritjen e votave t\u00eb partive malazeze ka qen\u00eb politika e shtetit t\u00eb Malit t\u00eb Zi, e cila ka qen\u00eb gjithmon\u00eb denigruese dhe ka synuar t\u2019i varf\u00ebroj\u00eb gjithnj\u00eb e m\u00eb tep\u00ebr shqiptar\u00ebt, n\u00eb m\u00ebnyr\u00eb q\u00eb, si\u00e7 b\u00ebn\u00eb tani, ta ken\u00eb t\u00eb leht\u00eb t\u00eb manipulojn\u00eb me ta, duke p\u00ebrdorur mjete t\u00eb ndryshme, nd\u00ebr t\u00eb cilat frik\u00ebn dhe blerjen e votave. PDS, si dhe PSD kan\u00eb b\u00ebr\u00eb fushat\u00eb pothuajse vet\u00ebm 3 dit\u00ebt e fundit t\u00eb fushat\u00ebs, me prezenc\u00ebn n\u00eb Ulqin t\u00eb t\u00eb gjitha strukturave t\u00eb k\u00ebtyre partive, duke p\u00ebrfshire kryeministrin, ministrat, drejtor\u00ebt politik\u00eb etj., si dhe me prezenc\u00ebn e nj\u00eb numri t\u00eb madh t\u00eb forcave speciale t\u00eb policis\u00eb s\u00eb shtetit p\u00ebr t\u00eb mbjell\u00eb tmerr dhe p\u00ebr t\u00eb b\u00ebr\u00eb presion tek qytetar\u00ebt. Nd\u00ebrkaq, ministri i pun\u00ebve t\u00eb jashtme t\u00eb Shqip\u00ebris\u00eb, disa dit\u00eb para zgjedhjeve, pas takimit me homologun e tij malazez n\u00eb Podgoric\u00eb, \u00ebsht\u00eb takuar me p\u00ebrfaq\u00ebsuesit e partive shqiptare po n\u00eb Podgoric\u00eb dhe nuk e ka par\u00eb t\u00eb arsyeshme ose t\u00eb nevojshme ta zhvilloj\u00eb k\u00ebt\u00eb takim n\u00eb Ulqin, n\u00eb qendr\u00ebn e shqiptar\u00ebve n\u00eb Mal t\u00eb Zi. \u00cbsht\u00eb e paqart\u00eb se si qeveria shqiptare mendon t\u00eb ndihmoj\u00eb e t\u00eb mb\u00ebshtes\u00eb shqiptar\u00ebt n\u00eb Mal t\u00eb Zi n\u00ebp\u00ebrmjet Podgoric\u00ebs, ku veprimi ekuivalent do ishte q\u00eb 100.000 eurot q\u00eb i jan\u00eb dh\u00ebn\u00eb shqiptar\u00ebve t\u00eb Preshev\u00ebs t\u2019i jepeshin n\u00ebp\u00ebrmjet Beogradit. Shqiptar\u00ebt kan\u00eb nevoj\u00eb p\u00ebr prezenc\u00ebn fizike t\u00eb qeverive t\u00eb Shqip\u00ebris\u00eb dhe t\u00eb Kosov\u00ebs n\u00eb vendet ku ata jetojn\u00eb, p\u00ebr t\u00eb ndjer\u00eb se kan\u00eb ku t\u00eb mb\u00ebshteten dhe ka kush t\u2019i mbroj\u00eb interesat e tyre. N\u00eb rastin e Shqip\u00ebris\u00eb, p\u00ebrve\u00e7 se obligim moral, \u00ebsht\u00eb edhe obligim kushtetues.<\/p>\n<p>Faktori tjet\u00ebr i r\u00ebnd\u00ebsish\u00ebm gjat\u00eb k\u00ebtyre zgjedhjeve ka qen\u00eb dalja p\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb zgjedhje e nj\u00eb partie tjet\u00ebr malazeze (ose si\u00e7 e quajn\u00eb \u201cqytetare\u201d), Mali i Zi Pozitiv, n\u00eb list\u00ebn e t\u00eb cil\u00ebs ishin kryesisht shqiptar\u00eb, e t\u00eb cil\u00ebt megjith\u00ebse pretendojn\u00eb se jan\u00eb kund\u00ebrshtar\u00eb t\u00eb flakt\u00eb t\u00eb PDS-s\u00eb, kan\u00eb kontribuar direkt n\u00eb sjelljen e PDS-s\u00eb n\u00eb pushtet, n\u00eb shnd\u00ebrrimin e PDS-s\u00eb n\u00eb partin\u00eb m\u00eb t\u00eb madhe n\u00eb Ulqin, n\u00eb d\u00ebmtimin e partive nacionale shqiptare, e \u00e7\u2019\u00ebsht\u00eb m\u00eb e r\u00ebnd\u00ebsishmja n\u00eb d\u00ebmtimin e shqiptar\u00ebve, popullat\u00ebs s\u00eb vetme autoktone n\u00eb k\u00ebt\u00eb qytet 2600 vje\u00e7ar.<\/p>\n<p>\u00cbsht\u00eb koha q\u00eb t\u00eb reflektojm\u00eb thell\u00ebsisht mbi veten ton\u00eb, mbi identitetin dhe mbi pozicionin ton\u00eb n\u00eb Ballkan e m\u00eb gjer\u00eb, q\u00eb t\u00eb mos lejojm\u00eb historin\u00eb t\u00eb p\u00ebrs\u00ebritet e t\u00eb konsiderojm\u00eb si di\u00e7ka normale nj\u00eb rezultat si ky i pardjeshmi n\u00eb Ulqin, pasojat e t\u00eb cilit mund t\u00eb jen\u00eb shkat\u00ebrruese n\u00eb k\u00ebt\u00eb sistem \u201cdemokratik\u201d p\u00ebr vazhdim\u00ebsin\u00eb e pand\u00ebrprer\u00eb 2600 vje\u00e7are t\u00eb popullit shqiptar n\u00eb k\u00ebto troje. N\u00eb k\u00ebt\u00eb drejtim, \u00ebsht\u00eb inkurajues reagimi i votuesve shqiptar\u00eb, t\u00eb cil\u00ebt gjat\u00eb k\u00ebtyre dy dit\u00ebve po b\u00ebjn\u00eb presion tek kryesit\u00eb e partive p\u00ebr nj\u00eb koalicion t\u00eb t\u00eb gjitha partive shqiptare.
