Nuk di se a \u00ebsht\u00eb ky kusht\u00ebzim i v\u00ebrtet\u00eb, apo vet\u00ebm spekulim nga ndonj\u00eb burim margjinal. Por \u00e7\u00ebshtja meriton nj\u00eb koment. N\u00eb k\u00ebt\u00eb spekulim nuk \u00ebsht\u00eb menduar q\u00eb Kosova duhet ta njoh\u00eb ekzistimin e kombit malazias si t\u00eb till\u00eb, si nj\u00eb komb i ve\u00e7ant\u00eb krahas atij serb. Qarqet nacionaliste serbe, e edhe Beogradi zyrtar dhe Kisha Ortodokse Serbe, p\u00ebr shum\u00eb koh\u00eb kan\u00eb insistuar se t\u00eb qenit malazez \u00ebsht\u00eb vet\u00ebm nj\u00eb em\u00ebrtim territorial p\u00ebr nj\u00eb pjes\u00eb t\u00eb kombit serb. Q\u00eb Kosova ta njoh\u00eb ve\u00e7antin\u00eb e kombit malazez nuk \u00ebsht\u00eb ndonj\u00eb problem. Por ajo q\u00eb do t\u00eb duhej t\u00eb ishte p\u00ebrmbajtja e v\u00ebrtet\u00eb e k\u00ebtij kusht\u00ebzimi spekulativ \u00ebsht\u00eb k\u00ebrkesa q\u00eb t\u00eb njihet ekzistenca e kombit malazez n\u00eb Kosov\u00eb si minoritet, si dhe sigurimi i t\u00eb drejtave t\u00eb tyre t\u00eb barabarta me t\u00eb drejtat e minoriteteve tjera q\u00eb tashm\u00eb jan\u00eb b\u00ebr\u00eb kategori kushtetuese dha g\u00ebzojn\u00eb edhe disa privilegje t\u00eb p\u00ebrfaq\u00ebsimit sipas parimit t\u00eb diskriminimit pozitiv n\u00eb Kuvendin e Kosov\u00ebs, me ul\u00ebse t\u00eb ashtuquajtura t\u00eb rezervuara. Njohja e ekzistimit t\u00eb pakic\u00ebs malazeze n\u00eb Kosov\u00eb parimisht nuk do t\u00eb duhej t\u00eb ishte di\u00e7ka trazuese. P\u00ebrkundrazi, do t\u00eb ishte krejt\u00ebsisht e logjikshme dhe \u00e7\u00ebshtje e procedur\u00ebs, n\u00ebse ka qytetar\u00eb t\u00eb Kosov\u00ebs q\u00eb e deklarojn\u00eb k\u00ebt\u00eb p\u00ebrkat\u00ebsi etnike. N\u00eb korpusin e atyre q\u00eb prej koh\u00ebsh deklarohen si pjes\u00ebtar\u00eb t\u00eb kombit serb q\u00eb jetojn\u00eb n\u00eb Kosov\u00eb, ka mjaft t\u00eb till\u00eb q\u00eb prejardhjen e kan\u00eb nga Mali i Zi. Ata jan\u00eb kryesisht pasardh\u00ebs t\u00eb kolonist\u00ebve q\u00eb jan\u00eb vendosur n\u00eb Kosov\u00eb mes dy luft\u00ebrave bot\u00ebrore, ose kan\u00eb ardhur n\u00eb Kosov\u00eb me motive t\u00eb ndryshme, pas Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore. Por, shumica e tyre n\u00ebn ndikimin e kish\u00ebs dhe ideologjis\u00eb dominuese nacionaliste serbomadhe, prej koh\u00ebsh e kan\u00eb b\u00ebr\u00eb dallimin mes p\u00ebrkat\u00ebsis\u00eb territoriale nga kan\u00eb ardhur, madje edhe duke e quajtur veten malazez, dhe p\u00ebrkat\u00ebsis\u00eb etnike, q\u00eb e kan\u00eb preferuar t\u00eb jet\u00eb &#8211; p\u00ebrkat\u00ebsi serbe. Kjo \u00e7arje mes malazez\u00ebve dhe serb\u00ebve ekziston edhe n\u00eb vet\u00eb Malin e Zi, ku nj\u00eb pjes\u00eb e konsiderueshme, rreth 40 %, deklarohen territorialisht malazez\u00eb, nd\u00ebrkaq etnikisht e ndiejn\u00eb vet\u00ebn p\u00ebr serb\u00eb. Privilegjet q\u00eb i kan\u00eb pasur serb\u00ebt, i kan\u00eb pasur edhe malazez\u00ebt, n\u00eb disa fusha ndoshta edhe m\u00eb t\u00eb m\u00ebdha, p.sh. n\u00eb politik\u00eb, polici dhe ekonomi. Vet\u00ebm n\u00eb koh\u00ebn e regjimit t\u00eb Milosheviqit, malazezet nuk figurojn\u00eb m\u00eb si kategori e ve\u00e7ant\u00eb por shkrihen me serb\u00ebt. Dhe kjo shkrirje e dhunshme po ndodhte mu n\u00eb koh\u00ebn q\u00eb ky regjim nj\u00ebkoh\u00ebsisht stimulonte dhe afirmonte krijimin e disa etnive tjera nga ato q\u00eb m\u00eb her\u00ebt konsideroheshin grupe etnike, p.sh. ashkalit\u00eb dhe egjiptasit\u00eb, q\u00eb ve\u00e7ohen nga korpusi i popullat\u00ebs q\u00eb deri at\u00ebher\u00eb nuk dallohej nga rom\u00ebt, si dhe goran\u00ebt, boshnjak\u00ebt dhe mysliman\u00ebt, e madje edhe kroat\u00ebt, q\u00eb kishte p\u00ebr synim cop\u00ebzimin dhe futjen e grindjeve n\u00eb bashk\u00ebsit\u00eb fetare myslimane q\u00eb flasin variante t\u00eb gjuh\u00ebve sllave, dhe edhe katolik\u00ebve q\u00eb nuk jan\u00eb shqipfol\u00ebs. Tek k\u00ebto pakica t\u00eb stimuluara n\u00eb vitet &#8217;90, Milosheviqi kishte instaluar udh\u00ebheq\u00ebsi q\u00eb p\u00ebrkrahnin regjimin dhe aspiratat e Serbis\u00eb, \u00e7ka erdhi n\u00eb shprehje n\u00eb m\u00ebnyr\u00eb tragjikomike n\u00eb p\u00ebrb\u00ebrjen e delegacionit serb n\u00eb negociatat e Rambujes\u00eb, ku synohej krijimi i p\u00ebrshtypjes se shqiptar\u00ebt jan\u00eb me nj\u00eb an\u00eb, se po luftojn\u00eb p\u00ebr t\u00eb drejtat ekskluzive komb\u00ebtare, nd\u00ebrsa Serbia angazhohej p\u00ebr shoq\u00ebri multietnike dhe p\u00ebr t\u00eb drejtat e pakicave. N\u00eb k\u00ebt\u00eb kontekst, kthimi i nocionit malazez n\u00eb spektrin e pakicave q\u00eb jetojn\u00eb n\u00eb Kosov\u00eb m\u00eb duket e domosdoshme. Dhe n\u00ebse ka ndonj\u00eb organizim t\u00eb malazez\u00ebve, qoft\u00eb shoqat\u00eb, qoft\u00eb parti apo bashk\u00ebsi fetare etj, q\u00eb ndihen dhe duan t\u00eb ve\u00e7ohen si komb\u00ebsi dhe bashk\u00ebsi fetare, ato duhet t\u00eb fitojn\u00eb p\u00ebrkrahjen e menj\u00ebhershme, duke b\u00ebr\u00eb hulumtime dhe analiza plot\u00ebsuese q\u00eb t\u00eb konstatohet paraprakisht numri dhe shtrirja e tyre, e madje t\u00eb nisen edhe procedurat q\u00eb edhe malazez\u00ebt t\u00eb b\u00ebhen kategori kushtetuese, e jo t\u00eb vazhdoj\u00eb diskriminimi dhe shkrirja artificiale e tyre me serb\u00ebt, si nj\u00eb trash\u00ebgimi q\u00eb e ka imponuar regjimi i Milosheviqit. Besoj se nuk do t\u00eb ishte problem q\u00eb kjo t\u00eb b\u00ebhet edhe para regjistrimit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb popullsis\u00eb s\u00eb Kosov\u00ebs, me q\u00ebllim q\u00eb t\u00eb afirmohet edhe kjo kategori e pakicave t\u00eb p\u00ebrkrahura, q\u00eb p\u00ebrndryshe shtet am\u00eb e kan\u00eb Malin e Zi si shtet fqinj me t\u00eb cilin Kosova duhet t\u00eb ket\u00eb marr\u00ebdh\u00ebnie sa m\u00eb t\u00eb mira n\u00eb \u00e7do fush\u00eb. Njohja paraprake e minoritetit malazez do t\u00eb stimulonte edhe deklarimin e lir\u00eb t\u00eb atyre q\u00eb n\u00eb nd\u00ebrkoh\u00eb propaganda dhe presionet i kan\u00eb detyruar q\u00eb t\u00eb deklarohen si pjes\u00ebtar\u00eb t\u00eb minoritetit serb n\u00eb Kosov\u00eb. Kuptohet, regjistrimi i p\u00ebrgjithsh\u00ebm i popullsis\u00eb do t\u00eb vendos\u00eb proporcione reale t\u00eb raportit mes shumic\u00ebs shqiptare dhe minoriteteve, q\u00eb do t\u00eb mund\u00ebsoj\u00eb edhe korrigjimet dhe plot\u00ebsimet n\u00eb proporcionet e p\u00ebrfaq\u00ebsimit t\u00eb privilegjuar t\u00eb minoriteteve sipas planit t\u00eb Ahtisarit dhe parimeve themelore t\u00eb Kushtetut\u00ebs s\u00eb Kosov\u00ebs, e cila pas nj\u00eb koh\u00eb duhet t\u00eb rishqyrtoj\u00eb dhe aprovoj\u00eb edhe ligjin e zgjedhjeve dhe t\u00eb p\u00ebrfaq\u00ebsimit sa m\u00eb adekuat t\u00eb minoriteteve n\u00eb baz\u00eb t\u00eb proporcioneve reale t\u00eb pjes\u00ebmarrjes dhe ndikimin t\u00eb shoq\u00ebrin\u00eb e Kosov\u00ebs.
